Report of a commission appointed in 1967, two years after the Unilateral Declaration of Independence, to examine the provisions of the Constitution of Rhodesia, 1965, and, having regard to any other constitutional precedents and to views and opinions made known to you, to advise the Government of Rhodesia on the constitutional framework which is best suited to the sovereign independent status of Rhodesia and which is calculated to protect and guarantee the rights and freedoms of all persons and communities in Rhodesia and ensure the harmonious development of Rhodesia's plural society, having regard to the social and cultural differences among the people of Rhodesia, to the different systems of land tenure and to the problems of economic development.
